Minister of Communications and Mass Media of the Russian Federation gave a lecture at NSU

Minister of Communications and Mass Media of the Russian Federation Nikolai Nikiforov visited the Novosibirsk State University on a working visit and read a lecture on the development of the digital economy and information technologies in the country to the students of the Economics Faculty . After the lecture, the students were able to ask their questions to the minister.

Addressing the students, Nikolai Nikiforov noted the importance of orientation to a real digital technological revolution at the stage of study.

In the Ministry of Communications and Mass Communications I was lucky to work for almost 6 years, and during this time I witnessed a real technological revolution taking place in our country. It occurs not only in Russia. But we, in my experience, some processes are faster. I want to remind you that as early as 2015, about 46% of the population used the Internet, and now about 75%. About 70 million of our fellow citizens now use mobile devices and no longer think their day without regularly looking at them.

According to the minister, the technological revolution is facilitated by the fact that Russia has one of the lowest levels of prices for communication services. Now the Internet is used not only to receive information from social networks, but also is a tool in an increasing number of real business processes.


In turn, students were interested when the speed of the Internet in Novosibirsk reached 1 gigabit per second and how the so-called “Yarovoi law” or anti-terrorist law will affect the prices for communication services.

“There are no technical obstacles for this, ” Nikolai Nikiforov replied. – I am sure that this speed can still be received today, but it will be slightly more expensive, and, most likely, there is no such demand. True, honestly, I do not really understand why you need gigabit, where to use it.

“We removed all misunderstandings from the operators, who said that they needed some trillions of rubles, ” the minister said, answering the second question. – Trillions of rubles are not needed, even hundreds of billions are not needed, we are talking about several tens of billions of rubles for every major operator. This is quite affordable money, we do not forecast any serious increase in prices.

At the end of the meeting, the Minister of Communications and Mass Communications of the Russian Federation urged students to work together on the digital future of the country.

– Our country has resources that can be consolidated and directed to solve the problems of the digital economy. It depends on us how we will build this work, what active position we will take. You can not sit idle, you need to act, you need to offer concrete projects and initiatives, and the task of the government, the task of companies working in the digital economy, is to ensure a proper level of perception of these ideas and technologies. Let’s think about how to develop these technologies here, how to make them competitive and how to win their place on the world market with their help. It seems to me that there are all conditions in your university and in the Academic Park to implement such a project, – summed up Nikolai Nikiforov.
